Applied 1-5 to wq/for-7.0-fixes.

One minor note for a future follow-up: show_cpu_pool_hog() and
show_cpu_pools_hogs() function names no longer reflect the broadened
scope after patch 4 - they now dump all busy workers, not just CPU
hogs.
