FYI;
I tried to install Windows 2000 on a new image using qemu fom cvs)
dd if=/dev/zero of=hdimage bs=1024 count=1M
qemu -hda hdc -cdrom w2k.iso -boot d
It will create and format a new FAT partition but then
I get the message "Setup has determined that drive C is corrupted
and cannot be repaired".
