Yes, too many userspace programs are not and should not even bothering
checking the mount info.
But for tools that bother, they should know what they are doing, not
only try to use the best tool/lib like libblkid, but also have a proper
fallback plan.
GRUB itself is already so complex that quite people are getting rid of
it, going much simpler solutions like systemd-boot.
