Cleanup patch, freeing up PF_KSOFTIRQD and
using (current == __get_cpu_var(ksoftirqd)) instead, as suggested
by Eric Dumazet.

Unrelated one line cleanup of changing hardirq_count() to in_irq() in
account_system_vtime.
