Yes, that was my assumption - I thought the best way to do it would be
stepwise - first convert the layout, then once that was found
satisfactory, submit a patch to move it to meta-intel.
There really hasn't been any discussion about exactly how meta-intel
will be structured - for the crownbay, I did what I thought made initial
sense for now, but that was one choice among others, with the structure
you suggest below the other that I had considered. We should probably
hash out the details before moving meta-emenlow over...
Also, what does it imply for the other BSPs - the meta-intel repo README
says it's 'the location for Intel maintained BSPs' - will there be a
meta-windriver for the BSPs maintained by WindRiver, etc?

That was what I had assumed, though I created separate
meta-intel/crownbay/laverne and meta-intel/crownbay/master branches.
Probably better to have just a meta-intel/laverne and meta-intel/master
as you suggest.
