[meta-oe][PATCH v2] imagemagick: add some PACKAGECONFIG, fix unrecognized --without-jp2 option

* Add PACKAGECONFIG for lzma, pango, webp, wmf

Change in v2:
* libwmf is currently blacklisted, so #comment it out
