Added new '-netns' option to simplify executing following cmd:

    ip netns exec NETNS tc OPTIONS COMMAND OBJECT

    to

    tc -n[etns] NETNS OPTIONS COMMAND OBJECT

e.g.:

    tc -net vnet0 qdisc
