To lay is indeed a verb. (It also has other forms, e.g. you can be a lay preacher or take in the lay of the land, lets skip all that!). "lying" in the sense of underlying is some form (present participle?) of "To lie" as in to lie down. i.e. underlying means to lie beneath something. Ian.
