Yes, they sadly seem to not be 100% reliable :-(

it doesn't seem like the incidences of failing xen-boot are critically
high.

In any case I'm not sure what we can do: AFAICT it basically comes down
to the  board having an apparently slightly shonky USB Ethernet thing on
it which sometimes can't get a reliable link.
