At a guess, since we switched to a single qemu tree per version the tags
have not been pushed to the old trees (osstest looks to only update the
branches).
That doesn't explain why the real 4.5 flights aren't seeing this though
(this job is building the N-1 version for migration upgrade testing).
I think if the 4.6 release cycle is at a suitable point we should backport
the Cofnig.mk change to switch to the combined trees. If that would be
inappropriate right now then pushing the tags by hand to the old tree would
be ok.
