clk: qcom: ipq806x: Fix board clk rates
to the 4.9-stable tree which can be found at:

The filename of the patch is:
clk-qcom-ipq806x-fix-board-clk-rates.patch
and it can be found in the queue-4.9 subdirectory.

The clocks on these boards run at 25 MHz, not 19.2 and 27 like
other platforms. Unfortunately I copy/pasted from other similar
SoCs but forgot this one is different. Fix it.
