Patch "Revert "tools/power turbostat: stop migrating, unless '-m'"" has been added to the 4.13-stable tree

This is a note to let you know that I've just added the patch titled

    Revert "tools/power turbostat: stop migrating, unless '-m'"

to the 4.13-stable tree which can be found at:

The filename of the patch is:
     revert-tools-power-turbostat-stop-migrating-unless-m.patch
and it can be found in the queue-4.13 subdirectory.

This reverts commit c91fc8519d87715a3a173475ea3778794c139996.

That change caused a C6 and PC6 residency regression on large idle systems.

Users also complained about new output indicating jitter:

turbostat: cpu6 jitter 3794 9142
