Subject: Revert "crypto: xts - Add ECB dependency"

From: Sasha Levin <alexander.levin@verizon.com>

This reverts commit 6145171a6bc0abdc3eca7a4b795ede467d2ba569.

The commit fixes a bug that was only introduced in 4.10, thus is
irrelevant for <=4.9.
