Subject: ixgbe: do not disable FEC from the driver

From: Emil Tantilov <emil.s.tantilov@intel.com>

[ Upstream commit 1fe954b2097bb907b4578e6a74e4c1d23785a601 ]

FEC is configured by the NVM and the driver should not be
overriding it.
