On a cold boot, it takes longer to initialize the TPM.  The TPM is
returning TPM2_RC_TESTING (0x090A == 2314), meaning that it has not
yet finished the initialization.

Nayna's post a patch, which should address the TPM2_RC_TESTING error
message.
