Add below function-tracer filter options to boottime tracer.

 - ftrace.[instance.INSTANCE.]ftrace.filters
   This will take an array of tracing function filter rules

 - ftrace.[instance.INSTANCE.]ftrace.notraces
   This will take an array of NON-tracing function filter rules
