Thanks for the idea, but it doesn't look like it..
$ cat /proc/cmdline
BOOT_IMAGE=/@/boot/vmlinuz-3.13.0-43-generic root=UUID=3b13f4db-6ba3-47c9-aa78-2b52ae5c4807 ro rootflags=subvol=@ quiet splash nomdmonddf nomdmonisw nomdmonddf nomdmonisw vt.handoff=7
I don't see any mention of pstate in dmesg. :-(
