Includes a few custom changes, too.
1: arrange for BSP MSR adjustments during S3 resume
2: clean up BYT/CHT auto demotion disable
3: latch struct idle_cpu contents
4: move pre-initialized struct idle_cpu instances
5: Remove the 'preferred_cstates' parameter
6: drop const from struct cpuidle_state arrays
7: Add cmdline option to adjust C-states table
8: Add C-states validation
