Subject: Configure.help clean-ups - who maintains 'shapecfg' ?

Hey folks.
I'm removing/renewing dead http/ftp references in Configure.help, and I am now trying to
figure out who maintains the 'shapecfg' program, and where the latest can be obtained - easier said than done.
ftp://shadow.cabi.net/pub/Linux is obviously not the right place to look.
Alan, I see that you have written the Documentation/networking/shaper.txt file - maybe you can give me a push
in the right direction ? :)
