Does it matter a great deal? I normally classify it as CLI-based, because
it runs fine on a virtual console without X running, but that's just
an opinion.

Most definitely. They release a little slowly (Emacs 1 dates from 1976,
and the current version is 21.2, so that's less than one release a year),
but it is still being worked on.
