Remember that telnet is used like a really dumb terminal hooked up to a server. The server has all the intelligence, the terminal only has keyboard and display. That's why (by default) the keypress echo must be generated by the server. Also, how else should you be able to hit in a bash? Pressing would run the half-typed command. You *can* advise your telnet-client to request line-mode.
