I can only speak about the SuSE version 8.1 which I have on my machine but there should be only minor differences to 8.2. This document you're talking about is a *.PDF file. It comes in a rpm package on your first SuSE installation CD (suselinux-adminguide_en8.1.0.0.dx86-5.i586.rpm). Since I have no idea how to handle *.rpm packages in an dos/windows environment, the only solution I see is to ask somebody who already runs a Linux system to copy it from your installation CD to another (as *.PDF of course). Oh, btw. beside the adminguide there is a readworthy userguide too and lots of HOWTO's in plain text on this CD.
