FWIW, I'm seeing similar problems:

cvs -t update -AdP
 -> main loop with CVSROOT=:pserver:anonymous at cvs.sourceforge.net:/cvsroot/u-boot
 -> Connecting to cvs.sourceforge.net(66.35.250.207):2401
cvs [update aborted]: unrecognized auth response from cvs.sourceforge.net: M PserverBackend::PserverBackend() Connect (Connection refused)
 -> Lock_Cleanup()


Yet access to some sf projects is fine:

cvs -t update -AdP
 -> main loop with CVSROOT=:pserver:anonymous at cvs.sourceforge.net:/cvsroot/blob
 -> Connecting to cvs.sourceforge.net(66.35.250.207):2401
 -> Sending file `types.h' to server
