"Delegation" is when the client opens a file and the server says "Ok, that file is all yours for a while. No-one else will touch it without me first telling you about it". This requires the server to be able to make call-backs to the client to "reclaim" a delegation when someone else wants access to the file. These are certainly not needed for 2.6.10.
