Use an executable script under hotplug.d, like this:

[elm3b79 patman]$ cat /etc/hotplug.d/default/00-log.hotplug
#!/bin/sh

echo "$SEQNUM $ACTION $DEVPATH" >> /tmp/hotplug_d.log
