These are results of Debian QA, you can find the details by looking at
the changelog for the Debian hotplug package.

I assumed that with udev serializing the events buffering would not
be an issue, so far it has been working.

I think I added it after a bug report.

They are not supposed to, modprobe does. The Debian package will be
patched to use /etc/hotplug/blacklist.d/.
Actually the main issue is that ide.rc cannot use the modprobe
blacklist, but Rusty considers this a feature...
