Xen moves __FIXADDR_TOP like this:

#endif

and

#define __FIXADDR_TOP  (HYPERVISOR_VIRT_START - 2 * PAGE_SIZE)

and also adds bits to fixmap.

So this proposed mechanism isn't quite good enough.
