The default FORWARD policy is ACCEPT.

Yes I am trying the rules 

iptables -I PREROUTING -t nat -s 192.168.0.10 -p tcp
--dport 80 -j DNAT --to 192.168.0.3:3128
iptables -I PREROUTING -t nat -s 192.168.0.10 -p tcp
--dport 3128 -j DNAT --to 192.168.0.3:3128

iptables -A FORWARD -s 192.168.0.10 -i eth1 -d
192.168.0.1 -o eth1 -p tcp --sport 1024:65535 --dport
3128 -j ACCEPT.

Rob, I am trying to forward all request coming from IP
192.168.0.10 port 3128 and 80 to 192.168.0.3 port
3128.

so 192.168.0.10 will use the 192.168.0.3 proxy server
not the 192.168.0.1 proxy server.
