If it is guaranteed to be not to be called, the
cancel_delayed_work(&local->scan_work);
is unnecessary.
If it is possible to be scheduled and delayed here,
it's a bug.

So, if the first is true, we should remove it and if the second
is true, well :)

The flush_scheduled_work() call is necessary, though.
