Actually, the error was here. It works like expected for

 use constant {
 	MP_GEN => ($ENV{'MOD_PERL'}
 	           ? ( exists $ENV{'MOD_PERL_API_VERSION'} and 
 	               $ENV{'MOD_PERL_API_VERSION'} >= 2 ) ? 2 : 1
 	           : 0),
 };
