Distros that have udev behave differently for block devices with
the removable flag might want to take a look at:
  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug@4927

Which notes that some non-removable devices (aacraid, for one) report
themselves as removable. Debian uses a different gid for removable
devices, so this is pretty significant for us.
