Sounds good.

Can you please also add $(BR2_ENABLE_SHARED) rsp. $(BR2_ENABLE_STATIC)
variables (and the corresponding DISABLE) that get passed to
TARGET_CONFIGURE_OPTS (spelling?) to toolchain/Makefile.in or an
appropriate place?
