I went on to disable that config option, but...

CONFIG_FW_LOADER=y
# CONFIG_DEBUG_DRIVER is not set
# CONFIG_DEBUG_DEVRES is not set
# CONFIG_SYS_HYPERVISOR is not set

...it was disabled.
