Subject: Add cmpxchg_local to sparc, move __cmpxchg to system.h
From: Mathieu Desnoyers <mathieu.desnoyers@polymtl.ca>

Move cmpxchg and add cmpxchg_local to system.h.
Use the new generic cmpxchg_local (disables interrupt).
