The kernel downloaded is a basic 586, no TSC, no APIC, or HPET timers enabled.
If you want to compare performance, try the -686 package.

latency, xeno-test, along with the other utilities are all in the xenomai
package (xeno-config is in xenomai-dev along with the header files).
