I was thinking in terms of the following patch (untested).  Given that
Classic RCU has some issues with CPU hotplug and dynticks, sooner would
be better than later.  I am OK with immediately applying the following
on top of v10, but if people want to hold off for a bit, I am also OK
leaving Classic RCU in for a release or two.

Remove Classic RCU and make the default RCU implementation be TREE_RCU.
