This patch creates the /proc/sys sysctl interface at
/proc/sys/kernel/timer_migration

Timer migration is enabled by default.

To disable timer migration, when CONFIG_SCHED_DEBUG = y,

echo 0 > /proc/sys/kernel/timer_migration
