I've attached the output of loading pciehp with the debug option
enabled.

Attached as slots

# echo 1 > /sys/bus/pci/slots/1/power
pciehp 0000:00:05.0:pcie04: Power fault on Slot(1)

That last line repeats infinitely.

The dmesg seems to suggest it has a power controller. I also tried
removing and replugging the card, which is detected:
pciehp 0000:00:05.0:pcie04: pcie_isr: intr_loc 8
pciehp 0000:00:05.0:pcie04: Presence/Notify input change
pciehp 0000:00:05.0:pcie04: Card not present on Slot(1)
pciehp 0000:00:05.0:pcie04: pcie_isr: intr_loc 8
pciehp 0000:00:05.0:pcie04: Presence/Notify input change
pciehp 0000:00:05.0:pcie04: Card present on Slot(1)
but the slot isn't powered on still.

This doesn't dump anything but:
shpchp: Standard Hot Plug PCI Controller Driver version: 0.4

Attached.
