parisc: Replace old style lock init in smp.c
SPIN_LOCK_UNLOCKED is deprecated. Init the per cpu locks at runtime
instead.
(Also kills the unused smp_lock --kyle)

Revert "parisc: use sort() instead of home-made implementation"
