From meta-toolchain.bb, line #69:
# extract and store ipks, pkgdata and shlibs data
The extras (and not extra) tarball provides pieces to easily use the generated
toolchain within OE, instead of on its own. And external-toolchain(-generic).bb
has hooks for using those pieces.
