No.  But you can hack around it:

  cat >$HOME/bin/git-ssh
  #!/bin/sh
  ssh -l $GIT_SSH_USER "$@"
  ^D

  GIT_SSH=$HOME/bin/git-ssh GIT_SSH_USER=myname git clone ...
