Hi!

xl create <guestconfig> fails with:

libxl: error: libxl_dom.c:621:libxl_userdata_store cannot 
write /var/lib/xen/userdata-n.2.6720430c-9ac4-df11-ad55-00e081806fbe.xl 
for /var/lib/xen/userdata-d.2.6720430c-9ac4-df11-ad55-00e081806fbe.xl: No 
such file or directory

The directory /var/lib/xen does not exist. In that case it should be created
as the python code is doing.
