Yes, although that only is the *upstream* version, there are xen specific patches/fixes added on top of it.

You can see the version by:

1) browsing the changesets until you find a changeset that changes the version.
2) or by checking out the xen-4.0-testing.hg repository and checking the version from the checkout out files.

I believe the latest version is xen-4.0.2-rc1-pre.
You need to check the changelogs daily if you want to stay up-to-date and know what's happening.
