ID_VENDOR is an udev propery, not a sysfs attribute. Try
$env{ID_VENDOR} instead.

Presumably the vendor attribute is not on the parent node that you
matched with KERNELS, SUBSYSTEMS, DRIVERS, or ATTRS test? (see man
udev).
