Move tracking vmstate change from virtio-net to virtio.c
as it is going to be used by virito-blk and virtio-pci
for the ioeventfd support.

which is part of the ioeventfd series
(was part of a larger patch but I split it out).
It's applied on my tree, but if anyone objects
