the config.rpath file output some system dependent variables related to run time search paths of shared libs.
It's required by the macro AM_GNU_GETTEXT added to configure.ac, required to implement i18n into the package.

I'm not sure tbh, I don't think so. 
I can test to see if we can change the order.
