I think libintl should be part of the $(if
$(BR2_NEEDS_GETTEXT_IF_LOCALE),gettext) conditional: when building with
a glibc toolchain, BR2_NEEDS_GETTEXT_IF_LOCALE will be false, because
glibc has a builtin version of libintl.
