[Buildroot] [PATCH 10/13] Add update-all-config target

The update-all-config target updates all the external configuration
file with their current values.  This includes:
- buildroot
- busybox
- linux
- crosstool-ng
- uClibc

Barebox is missing because there is no BR2_TARGET_BAREBOX_CONFIG option.
