No, that's not the way we handle this problem in Buildroot. In the
pthsem package, you should mungle the pthsem-config script after
installation, in order to adjust the paths. See
package/libpng/libpng.mk for an example.

_INSTALL_TARGET=YES not needed, it's the default.
