did you check :
- the pin mux is properly configured for MII operations (on the right
  pins connected to the PHY of course),
- the reset pin is deasserted before probing the PHY,
- the FEC's clock is enabled,

Last thing, if you set phy_addr = -1, then IIRC the PHY address will be
probed automatically.
